Construction Sources tell us that the construction of the Yavapai County Courthouse would not have stood up in court, had it been legally challenged. All of the bids for the job were over budget. As a result, the county supervisors worked with the lowest bidder and changed the specifications to lower the cost. The county attorney declared this illegal, but because the new building was so desperately needed, no one ever challenged the issue in court.
